CONDITIONS OF USE OF THE SECURE PARKING SERVICE FOR BICYCLES AND PERSONAL MOBILITY VEHICLES "BICIPARKING ALCORCÓN".

 

  1. PURPOSE OF THE "BICIPARKING ALCORCÓN" SERVICE

 The purpose of this document is the general regulation of the conditions of use in the Public Parking Network for Bicycles and Personal Mobility Vehicles "Biciparking Alcorcón", constituted in a public property, owned by the City of Alcorcón, for the service and general interest of citizens.

The "Biciparking Alcorcón" network aims to provide a service that allows the safe storage of bicycles and Personal Mobility Vehicles (hereinafter PMV) in the vicinity of points that attract and generate trips in Alcorcón, thus improving accessibility by bicycle or PMV to these points.

This network is made up of all secure bicycle and VMP parking facilities owned by the City Council of Alcorcón that are installed or will be installed on public roads within the municipality, which will consist of closed and covered modules, equipped with individual parking systems inside and access control. Excluded from this network are bicycle racks on posts or open benches.

The access system to the Biciparking Alcorcón Network will control and record at all times the accesses made by the users to the parking lots, relating these accesses with their identification. The provision of the service, consisting of the control of access to the parking and the management of user registrations of the service by application, is performed by R3 RECYMED S.L; the parking lots of the Biciparking Alcorcón network are located in the app.

  1. REGISTRATION IN THE SERVICE "BICIPARKING ALCORCÓN".

They can download the application "Biciparking Alcorcón" and register as users any person, whether or not a resident of Alcorcón. In the case of persons under 18 years of age, the person acting as guardian or legal guardian of the minor will be responsible for its use.

Procedure

Registration will be done telematically through the free app Biciparking (available for both iOS and Android), following the steps below:

  • Step 1: Register in the service, providing a user e-mail and a password.
  • Step 2: Receive in the email provided a validation code and the terms of service, confirming it in the app to complete the registration.
  • Step 3:.Select a parking from the Biciparking Alcorcón network.

 

  1. HOW TO ACCESS THE PARKING LOTS

Parking Location. The user will be able to locate available parking through two options:

  1. Visualization on the map of the app, where the user's geoposition will be displayed along with the location of the bike racks installed in Alcorcón. By clicking on any of the bike park icons on the map, the app will allow the user to access the parking space reservation screen, provided there is availability.
  2. A detailed list of installed bike racks, with information about their installation address. Selecting any of the items on the list will take you to the space reservation screen, subject to availability.

Once the desired parking space has been selected, the app will allow the user to proceed with the reservation of a parking space, subject to availability. If there are no spaces available, the app will notify the user and prevent the reservation from proceeding. The reservation can be made from any location with no proximity restrictions. Once confirmed, the seat will be reserved for a maximum period of 30 minutes. If the user does not use it within this time, the reservation will be automatically cancelled. If the reservation expires without being used, the user must wait 10 minutes before being able to make a new reservation.

From the app, users can open the reserved parking space to park or pick up their bicycle/VMP, as long as their geoposition indicates a proximity of no more than 50 meters from the bike rack. If the user tries to open the space from a distance greater than 50 meters, the app will display a message indicating the impossibility to proceed with the opening until it is within the allowed range.

To release the seat, either because of regret or because the user has finished using it, the user must confirm the action in the app.

If the user has a reserved or occupied seat at the time of logging in, the app will automatically direct the user to the seat management screen, without allowing new reservations until the current occupancy is released.

Duration and Termination of the Use of the Parking Space The time of use of the parking space begins to be counted from the opening of the parking space and has a maximum limit of 14 hours. During this period, you will be able to access your parking space as many times as you need.

Once the bicycle or VMP is parked, the user must ensure that the door is properly closed when leaving the parking lot, thus ensuring the safety of the vehicle. The parking lot has individual stations designed to protect against inclement weather and vandalism. Each station has two built-in clamps that allow the bicycle to be secured with chains (anti-theft system), providing greater security.

To remove the bicycle or VMP, the user must identify him/herself again through the app to end the service, releasing the space to stop the time of use. If this action is not performed, the service will remain active and, if the maximum time allowed is exceeded, penalties may be applied. It is recommended to verify through the app that the release of the space has been correctly registered.

  1. CONDITIONS OF USE OF THE BICIPARKING ALCORCÓN SERVICE

Users may access any of the parking lots that make up the Biciparking Alcorcón Network 24 hours a day, every day of the year, except in exceptional situations of a temporary or temporary nature in which the City Council of Alcorcón establishes a modification.

Only bicycles and personal mobility vehicles may be parked inside the parking lots, and their use for other purposes is prohibited.

The use of the Biciparking Alcorcón service is free of charge.

For each service registration, only one parking space may be used at a time, using only one parking space and parking only one bicycle or VMP in that space.

The availability of free parking spaces is subject to the level of occupancy; therefore, the availability of free parking spaces is not guaranteed at all times.

Only the beneficiary user of the Biciparking Alcorcón service can use the access through the cell phone.

Once the user has accessed the parking lot, he/she may park his/her bicycle or VMP in one of the storage systems installed for this purpose, being mandatory to secure the vehicle with an anti-theft system of each user to ensure that the bicycle or VMP is fully attached to the profiles of the bike rack.

The maximum period of time during which a bicycle may remain parked inside the parking lot is limited to 14 hours. In addition, in order to use the same parking space, a minimum of 10 minutes must elapse between each use, or a different parking space may be used without a minimum period of time elapsing.

When the maximum period of 14 hours is about to expire, the network management system will send an email and a notice (via push messages from the app) to the user to remove the bicycle from the parking lot.

In case of exceeding the maximum allowed time of use, the user will be penalized with days of prohibition of the service, which will begin to count immediately after the removal of the bicycle or VMP. Penalties will be applied as follows:

  • Up to 12:00 additional hours: penalty of 2 days.
  • Between 12:01 and 24:00 additional hours: penalty of 4 days.
  • Between 24:01 and 72:00 additional hours: penalty of 7 days.
  • After 72:01 additional hours: penalty of 30 days for each additional day of leave.

If the exceeded time exceeds 30 days, the bicycle or VMP (along with its mooring system, if any) will be removed and transferred to a municipal warehouse, where it can be picked up by its owner at no cost.

  1. OBLIGATIONS OF USERS
  • Every person registered in the service undertakes to:
  1. a) Respect all the conditions of use of the Biciparking Alcorcón parking network contained in this document, according to the purpose for which it is designed and manufactured, this being the storage of bicycles and VMP.
  2. b) Make responsible use of the parking lots with due care for the proper public service; the elements that make up the facility may not be altered or manipulated, nor may actions be carried out that alter or damage them.
  3. c) Avoid carrying out comprehensive cleaning operations of the bicycle or the VMP and avoid generating waste within the facilities.
  4. d) Use the parking spaces only for the parking of bicycles and VMP; it is not allowed to deposit any other object or carry out any type of activity in them.
  5. e) Keep in a safe way, for personal and non-transferable use, the user and identification data (access email and password) to access the system, being the responsibility of the user any misuse of them.
  6. f) Comply with any indication given by the City Council of Alcorcón in order to preserve the good condition of the facilities.
  • In particular, the user, every time he/she uses the service in one of the facilities of the Biciparking Alcorcón Network, must:
  1. a) Use for parking your bicycle or VMP only one of the spaces provided, securing it with its own lock in the profiles designed for this purpose, not being allowed to place it on any other element of the parking, or attach any other accessory occupying space for another bicycle or VMP, or that the bike or VMP carry bulky items that impede the proper functioning of the parking.
  2. b) Identify yourself each time you access the parking lot to park or pick up your bicycle or VMP, and assume the penalty repercussions generated from the data contained in the system on parking time in case the use has not been completed with mandatory action of identifying yourself.
  3. c) Use the service and all its components with maximum diligence, keeping the gate of each parking lot open only for the time necessary to carry out parking, mooring or removal operations.
  4. d) Respond personally to its correct use and conservation from the moment of opening the parking gate until its closing.
  5. e) Do not alter or manipulate the elements that make up the installation or carry out actions that alter or damage them. Any intervention to be carried out on the installation must only be carried out by qualified personnel.

Communicate, to the service provider, any breakdown or damage to the parking lots, indicating the place and conditions in which it is found by means of the means intended for this purpose; any intervention to be carried out on the installation must be carried out only by qualified personnel.

  1. g) Respond to the City Council of Alcorcón and other users, for damages caused to them, in case of use of the service in breach of these conditions of use or for lack of skill in the handling of the vehicle in the parking lot.
  2. h) Check that the parking gate is properly closed before leaving the parking lot or, in case it does not close properly, report such incident through the mechanisms provided for that purpose.
  • Failure to comply with any of the aforementioned duties will result in the automatic cancellation of the user's membership in the service, the impossibility of re-registering during the next six months and, if applicable, the economic claim for possible damages caused by the user to the parking lot elements.
  • In the event that the City Council of Alcorcón introduces changes to the current conditions of use will require the acceptance by the user of the new conditions, via app.
  1. POWERS OF THE CITY COUNCIL OF ALCORCÓN

The City Council of Alcorcón may modify the conditions of use established for the Biciparking Alcorcón service, in particular with regard to the hours of use or the possibility of introducing fees. However, any changes will be communicated in a timely manner to the users by means of the corresponding notice.

In case of breach of these conditions of use, the City Council of Alcorcón may remove the user's vehicle from the parking space it is occupying.

  1. SERVICE CANCELLATION
  • The user may unsubscribe from the service by voluntarily indicating the circumstance of no longer being a user of the service by calling the telephone number for assistance to users.
  1. ASSISTANCE TO USERS

Users will have at their disposal through the app a helpline number available: 962910853, where they can report incidents, emergencies, etc.

For any formal complaint about the conditions and circumstances affecting the provision of the service, the user may submit it to the Registry of the City Council of Alcorcón.
